What you need to know about the requirements of the Higher Attestation Commission?

Higher Attestation Commission, or VAK, is mainly engaged in the assignment of scientific titles and degrees, controls the main processes of scientific activity at the state level. This Commission approves the List of Journals, the publication in which acts as an external examination of research. The VAK lists can also include journals indexed in Scopus and Web of Science. Currently, the said List includes over 2,500 journals. The requirements for VAK papers may differ depending on the particular journal, but there are several recommendations to be followed to publish a study in the journals of the VAK List.

Paper structure

Basically, the journals included in the List of Higher Attestation Commission put forward a requirement for the authors to comply with a clear structure for writing an article. The most common structure includes introduction, methods, results, and conclusion. It may also be allowed to have a discussion, literature review, acknowledgments, etc.

An abstract is written in addition to the study itself, in most cases in Russian and English. Keywords and the title of the article should also be in two languages, and in some cases — the abstract of the article and list of references as well.  

List of references

The list of references and studies used in writing the article should be laid out, considering the requirements of GOST 7.0.5-2008 and GOST 7.0.100-2018. Citation is allowed, but it must be concise, succinct, and have the appropriate reference. Without it, research runs a high risk of failing a plagiarism check. The uniqueness level must be at least 70 % with a citation rate of 15 %.

Notably, there are often additional requirements regarding the required number of sources used in the study (at the level of at least 7–10 sources). Undoubtedly, each source must be reliable and strictly relevant to the subject matter. Some publications have requirements for the originality of the sources used (for the last 3 or 5 years), the level of self-citation (no more than 10 %), or the level of citation of foreign sources (no more than 50 %).

Verification of articles

When performing the research and counting on publication in the journals of the VAK List, the researcher must understand that their article will be reviewed by experts. Each paper is submitted for consideration to two reviewers. Typically, one of them is on the editorial board of the journal, and the other is an external reviewer. Furthermore, as noted above, the article is verified for uniqueness. Usually, one article can pass such a check no more than two times (considering follow-up revision).

Having successfully passed all the checks, the article is published. The publication process is often lengthy and can take from several months to a year, which is even specifically highlighted by some journals.
